Dr. Donald C. Carter, 79, of Elkins, W.V., died Thursday, August 9, 2001, at Ruby Medical Hospital in Morgantown, W.V.

Funeral services were held Monday, August 13, at Davis Memorial Presbyterian Church with the Rev. Jeff Falter officiating. Grave services will be at 2 p.m. Wednesday, August 15, at Oakwood Cemetery at Statesville, N.C.

Dr. Donald Clayton Carter was born July 30, 1922, in Blair to Earl Dion and Josephine Emma (Romanowksi) Carter.

He was raised in Blair, and was a 1940 graduate of Blair High School. On July 21, 1946, he married Selma Louise Smith.

He served with the Civilian Conservation Corps, the U.S. Navy Reserve, and with the 2nd Battalion of the Navy Sea Bees. He graduated from the University of Nebraska College of Medicine in Omaha in 1950. He served with the U.S. Army as a Captain in the 24th Infantry Division, 21st Regiment, as a Battalion Aid Surgeon and General Medical Officer in Korea and Japan during the Korean Conflict. He entered psychiatry at Duke University in 1957, and later became an instructor at the University and served as Assistant Division Chief at Durham's Veteran's Hospital.

Beginning in 1968, he was employed by the West Virginia University School of Medicine as associate professor of psychiatry and was director of the Psychiatry Outpatient Clinic and director of the Basic Behavioral Sciences teaching program.

Following retirement in 1987, he worked as Medical Director of the Appalachian Mental Health Center in Elkins until his retirement in 1993.

He was awarded numerous awards of merit in Missouri and West Virginia, and served as president of the West Virginia Psychiatric Association from 1977 until 1979.

Dr. Carter held memberships in the American Medical Association, West Virginia State Medical Association and served for several years as a Monongalia County Medical Society Delegate to the West Virginia State Medical Association. He was Past Master of the Morgantown Lodge No. 4 AF & AM; Past High Priest of the Morgantown Chapter No. 30 Royal Arch Masons and Warder of the Morgantown Commandery No. 18 Knights Templar. Dr. Carter served as a volunteer at the West Virginia Children's Home and was an elder of the Davis Memorial Presbyterian Church of Elkins, and a member of the Dr. Lacy Bible Class.

He is survived by three sons, Gregory S. Carter, M.D., Ph.D., of Dallas, Texas, Jeffrey Todd Carter of Mount Rainier, Md., and Theodore Clayton Carter of Ronceverte, W.V., a daughter, Donna L. Esker of Olney, Md., two grandchildren, a sister-in-law, Violet Carter of Mt. Clemons, Mich., two nieces and two nephews.

He was preceded in death by his wife, Selma; five brothers, Earl Dion Carter, Jr., Lawrence, Carroll, Erwin and Russell Carter, and one grandchild, Matthew Alexander Carter.
