Frances Jan Evans, 89

Frances Jane Evans, 89, of Blair, died Saturday, May 1, 1999, at Blair Memorial Community Hospital.

Services were 11 a.m. Tuesday, May 4, at the First United Methodist Church in Blair.

Burial was in the Edholm Valley Cemetery, south of Schuyler.

Frances Jane Evans was born Feb. 6, 1910, to Luther B. and Lulu L (Keeler) Milligan in Loup City.

She attended high school in Loup City and graduated from Kearney State College. She was an elementary school teacher in Sherman County.

On Sept. 14, 1931, she married Samuel L. Evans in Schuyler. Her husband died Feb. 27, 1937.

Frances began working full time as a caseworker at the Colfax County Welfare Department, transferring to Washington County as director on May 1, 1953.

After her retirement in 1975, she worked part time for five years for the Greater Omaha Community Action Agency.

She was an active member of the American Public Welfare Association, president of the Northeast District, president of the Nebraska County Welfare Director's Association and a member of the Health and Planning Council of the Midlands for seven years.

She was also a member of the First United Methodist Church and United Methodist Women.

She is survived by her three daughters and sons-in-law, Elsie and Joe Stecki of Rogers, Rita and Winston Beam of McPherson, Kan., and Beverly and Heriberto A. Garcia of Deerfield, Ill.; 14 grandchildren and 16 great-grandchildren; and two brothers, Ralph Milligan of Loveland, Colo., and Dale Milligan of Anacortes, Wash.

She was preceded in death by her parents; her husband; three brothers, two sisters; and three great-grandchildren.

Memorials may be directed to the First United Methodist Church or Crowell Memorial Home.

Campbell-Aman Funeral Home was in charge of arrangements.
